According to new information from John Gruber of Daring Fireball, iOS 7.1 update could come any day now.

Gruber has heard that Apple has plans to release an iOS 7.1-reliant app that will stream the iTunes Festival performances at SXSW, begining date of SXSW on March 11, so iOS 7.1 will need to be released to the public before that date.
Apple's first iTunes Festival in the U.S. starts a week from today at SXSW in Austin. Apple is going to stream the performances to iOS devices using an app, but I've heard from a little birdie that the app requires iOS 7.1 (which explains why the app isn't out yet). That means iOS 7.1 should ship any day now.
Many earlier reports claimed that Apple plans to release iOS 7.1 in March. iOS 7.1 will be comes after five different developer betas, the last beta coming on February 4, the updates included both bug fixes and a number of visual changes to the operating system. Apple has yet to seed a Golden Master build to developers.

Here are a number of the new features and improvements that have been discovered in the past beta versions of iOS 7.1:

Update: Apple updated its iTunes Festival app to version 5.0, ahead of next week's SXSW iTunes Festival but iOS 7.1 not required.
