The new app was a function within Google Camera app on Android platform. Google has created a dedicated community within Google Maps called Views to share these type of images, as you can share them via social networks like Facebook, Twitter and Google+. To take a 380-degree image is very easy the video below demonstrate the process, as you can follow the steps on the app's blog.
I would like to point that there are others third-party apps provide the same service like Sphere Sphere - 360º Photography, and Cycloramic.
